Chimera supports our customers with advanced intelligence analysis and expert administrative support to aid analysts, the warfighters and decision makers. You will be supporting the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)) as a Human Resource Analyst. This position is full time on-site with work performed in the National Capital Region, primarily at the Pentagon.

As a Human Resource Analyst, you will provide technical support that encompasses all phases and execution of the Executive and DCIPS Performance Management and Augmentee Programs as well as provide support to the Human Capital Team/EA&M/OUSD(I&S) to ensure accurate and effective execution of the process within policy and regulatory guidelines.  Meticulous attention to detail, expert proficiency in MS Excel and advanced proficiency in the rest of the MS Office suite is critical to success in this role.

This position requires an active TOP SECRET clearance (with SCI eligibility preferred).

Job duties include but are not limited to:

  • Attend and participate in HR, DCIPS, and augmentee meetings.
  • Create briefing slides to provide HR, DCIPS, and augmentee information and updates.
  • Review and update SharePoint website keeping both the HR Program Manager and the OUSD(I&S) workforce informed of relevant HR, DCIPS, and augmentee information posted and received from the Intelligence Community.
  • Assist in determining required current and sustainment training courses for OUSD(I&S) workforce by assisting in the development of training plans and strategies.
  • Facilitate mini-training sessions and provide one-on-one support to senior executives, rating officials, and employees, assisting in the development of course material, course scheduling, and logistics.
  • Perform system administration duties on HR systems to include the Executive Performance Appraisal, the DCIPS Performance Appraisal Application Tools ensuring data accuracy, reporting discrepancies upon discovery and provide updates either verbally or via reports.
  • Develop, update, or create executive level status reports (i.e., briefing slides, spreadsheets, etc.).
  • Provide customer level helpdesk support on all HR related systems as needed in support of approximately 236 customers.
  • Review, interpret and provide comments, recommendations, and guidance on policies.
  • Assist with the development, review, and maintenance of written internal Standard Operating Procedures (SOPs), Business Rules, technical memos, and written regulatory guidance to ensure applicability with policies, DCIPS volumes, ICDs and other regulatory guidance.
  • Create, modify and manipulate reports, spreadsheets, and presentations to capture and display active, current and post results for senior executive leadership, and workforce. Expert proficiency in Microsoft Excel is critical to the success of this task.
  • Assist with communication information and materials for OUSD(I&S) workforce by composing written communication guidance and developing resource materials.
  • Prepare Draft and Final routine correspondence, such as, pay memos, staff summary sheets, Memorandums of Understanding or Agreement, appointment memos, reassignment notices, request for leave accrual rate credit and formal furlough notifications in support of 236 customers.
  • Assist with HR actions including reviewing vacancy announcements; reviewing position descriptions for classification or update; and filing SF-50s (Notification of Personnel Action) from DCPDS; utilizing personnel databases to enter and track information and extract data to generate reports for statistical purposes; maintaining and updating status reports for HR actions.
  • Prepare and review correspondence and respond to customer inquiries. Provide advisory, guidance and assistance to senior leaders, managers, supervisors, and civilian employees relative to the resolution of day-to-day HR activities (e.g., benefits, status of staffing, augmentee documents, classification, performance management and recruiting actions).
  • Perform routine system administration duties on JDA systems to include to the posting advertisements for vacancies.
  • Track and maintain arrival and departure dates of individuals participating in the augmentee program.
  • Assist with the coordination of agreements between USD(I&S) and other intelligence agencies in support of the augmentee program.
  • Provide support for awards programs, to include tracking status of awards in progress and research into previous awards as necessary. Production of tracking reports in MS Excel, PowerPoint, or Word as appropriate and review submissions for accuracy and completeness in accordance with WHS, OSD, or ODNI guidelines.
REQUIRMENTS:
  • Bachelor's Degree and 5 years’ experience in related role.
  • Excellent written and communication skills; working knowledge of word processing and integrated software applications; strong organizational skills and ability to perform detail-oriented work are required.
  • Expert proficiency in MS Excel and strong working knowledge of the rest of the MS Office Suite.
  • Experience working with senior level management.
  • Position will require the ability to pass and maintain a Security Clearance.
