Chimera Enterprises International is seeking a CBRNE Requirements Expert to support the Department of the Navy, Commander Explosive Ordnance Disposal Group Two (COMEODGRU TWO).
Job duties include but are not limited to:
- Work independently and resolve problems across the CBRNE spectrum of EOD/Diver capability development.
- Provide support required to identify, formulate and draft required administrative products to fill gaps in requirements and program management, material solutions, and doctrine.
- Provide information to the command on CBRNE programs and projects clearly and concisely without the requirement for additional material or briefing.
- Maintain liaison with CBRNE Program Managers to guarantee that programs represent Navy EOD requirements and are vetted by representative operators.
- Work directly with CBRNE Program sources to streamline data and eliminate unnecessary functions and design changes. Provide support to programs at required stages and within agreed-upon deadlines.
- Prepare guidelines and appropriate documentation for initiation of Navy EOD force Research, Development, Test and Evaluation (RDT&E) proposals.
- Guarantee all proposals are relevant with analysis of capabilities, equipment development requirements, and suitable studies.
- Provide competent guidance to Program Management and Program Executive Offices on EOD force combat development issues.
- Build trust and contribute to unity of purpose across all supporting and supported echelons within EODGRU TWO N8 department’s cognizance.
- Provide strong leadership for equipment and systems that are purpose-built for Navy EOD, to deliver new combat developments on schedule.
- Deliver improved personal services in assigned command mission support areas of (1) Fielding equipment; (2) Identifying technology refresh avenues for existing equipment; (3) Providing recommendations for phase replacement and modernization; and (4) conducting analytical work related to the identification of mission capability gaps.
- Provide rough analytical drafts for the evolutionary development of EOD force equipment and policies in support of command requirements and missions.
- Increase communication with the EOD force and its operators via working groups to identify requirements prior to mission degradation in essential areas.
- Identify methodology and implement procedures for bridging the barriers between program offices,
- engineers and warfighters.
- CBRN&E TOA and program administration and communication.
- Maintain measurable high quality across each administrative product developed and perform continuous administration product improvement.
- Provide all forms of draft documents in their final form, without typographical errors, and find and
- fix errors prior to submission to staff. Minimize procedural errors. Increase communication across
- commands to increase the Navy EOD community’s general knowledge.
Requirements:
- Graduate of Naval School Explosive Ordnance Disposal (NAVSCOLEOD) having obtained a Navy Enlisted Classification (NEC) of M04A or as a qualified Navy EOD Officer.
- Ten (10) years of EOD experience which includes at least one (1) deployment.
- One (1) year of CBRNE requirements experience at an ECH IV or higher.
- EOD Training and Evaluation Unit (EOD TEU) CBRNE instructor or have attended CBRNE training at one of the National Labs.
- Experience processing and researching key CBRNE issues resulting in final documents including but not limited to Statements of Need and Top-Level Requirements.
- Extensive experience within operational context, and knowledge of budget submission and reporting guidelines of SYSCOMS and OPNAV.
- Recent experience with CBRNE Requirements generation within the TYCOM and/or SYSCOMs.
- Minimum of ten (10) years experience with:
- Identifying equipment requirements and attributes such as those found in a Joint Capabilities Integration and Development System (JCIDS), Capability Development Document (CDD), or equivalent.
- Reviewing, validating, and revising the Navy EOD TOA
- The Navy EOD Readiness and Cost Reporting Program (RCRP)
- EOD chemical/biological/radiological response procedures and equipment, and their shortfalls
- The position will require Top Secret Security Clearance.
- Will be required to travel 25%.
