Chimera Enterprises International is seeking a Human Resource Analyst to support the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)), Enterprise Administration & Management (EA&M) Human Capital Team.
Description
The ideal candidate will have substantial experience in federal human resources, Defense Civilian Intelligence Personnel System (DCIPS), and executive performance management programs within the Department of Defense (DoD) or Intelligence Community (IC). The Human Resource Analyst will provide comprehensive HR, DCIPS, and Augmentee Program support to ensure accurate execution of performance management, staffing, training, and personnel action processes in compliance with policy and regulatory guidance.

To support OUSD(I&S) leadership and workforce by delivering expert HR advisory services, administering DCIPS and Executive Performance Management programs, managing personnel actions, and ensuring regulatory compliance across all human capital operations.
Clearance Level Required: TOP SECRET (SCI eligibility preferred)
JOB DESCRIPTION AND RESPONSIBILITIES:

  • Provide technical and administrative support encompassing all phases of the Executive and DCIPS Performance Management and Augmentee Programs.
  • Attend and participate in approximately eight (8) HR, DCIPS, and Augmentee meetings monthly; prepare briefing slides and executive-level updates; and maintain SharePoint content to ensure leadership and workforce awareness of HR program updates.
  • Administer HR systems, including the Executive Performance Appraisal system and DCIPS Performance Appraisal Application tools, ensuring data accuracy, resolving discrepancies, and generating executive-level status reports during performance management closeout cycles.
  • Provide customer-level helpdesk support to approximately 236 supported personnel on HR systems, performance management processes, and personnel actions.
  • Assist in developing annual workforce training plans and strategies; facilitate quarterly training sessions and provide one-on-one support to senior executives, rating officials, and employees.
  • Draft and prepare routine and complex HR correspondence, including memoranda, appointment actions, reassignment notices, leave accrual determinations, furlough notifications, pay memoranda, and Memoranda of Understanding/Agreement.
  • Review and process HR actions, including vacancy announcements, position descriptions, classification updates, SF-50 personnel actions, and database entries; maintain status reports and tracking systems.
  • Provide advisory services to senior leaders, supervisors, and employees on staffing, classification, benefits, performance management, awards, augmentee documentation, and recruitment processes.
  • Review, interpret, and provide recommendations on HR policies and regulatory guidance; assist in developing and maintaining Standard Operating Procedures (SOPs), Business Rules, and technical memoranda in alignment with DCIPS volumes, ICDs, and applicable regulations.
  • Track and review monetary and time-off awards packages quarterly; ensure compliance with policy and provide recommendations for improvement.
  • Utilize Microsoft 365 applications—particularly advanced Microsoft Excel—to develop reports, dashboards, spreadsheets, and executive briefings to support data-driven decision-making.
Knowledge, Skills, and Abilities:
  • Minimum of five (5) years of experience in federal human resources, preferably within DoD or the Intelligence Community.
  • Demonstrated knowledge of DCIPS policies, Intelligence Community Directives (ICDs), federal civilian personnel regulations, and performance management programs.
  • Experience administering HR information systems, such as DCPDS and performance appraisal tools.
  • Strong analytical skills with the ability to interpret personnel data and generate executive-level reports.
  • Advanced proficiency in Microsoft Excel and Microsoft 365 applications.
  • Excellent written and verbal communication skills, including experience preparing executive correspondence and briefings.
  • Ability to provide advisory support to senior leaders and manage multiple HR actions simultaneously in a high-tempo environment.

Minimum Qualifications:
Education: Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or a related field.
Experience: 5–7 years of progressively responsible federal HR experience, preferably supporting DCIPS or Intelligence Community organizations.
Clearance: Active TOP SECRET clearance (SCI eligibility preferred).
